" भ्रष्टाचार के होने के कारण अस्तित्व में छिपे हैं। यह कोई सिद्धांतों
की बात नहीं है। और नेतागण चिल्लाते रहे हैं किहम भ्रष्टाचार को मिटा
देंगे, वे चाहे जो इंतजाम करें। वे जो भी इंतजाम करेंगेवही भ्रष्टाचारी
हो जाएगा। और मजा तो यह है कि वह जो नेता जितने जोर से मंच पर चिल्लाते
हैं कि भ्रष्टाचार मिटा देंगे, वे उस मंच तक बिना भ्रष्टाचार के पहुंच
नहीं पाते। जहां से भ्रष्टाचार मिटाने का व्याख्यान देना पड़ता है, उस मंच
तक पहुंचने के लिए भ्रष्टाचार की सीढ़ियाँ पार करनी पड़ती हैं... " अब यह
इतना जाल है किसिद्धांतों से होनेवाला नहीं है। इस जाल की बुनियादी जड़ को
पकड़ना पड़ेगा और अगर हम जड़ को पकड़ लें तो बहुत चीजें साफ हो जाएं। हमें
मान लेना चाहिए कि आज के भारत में ईमानदार की बात करनाबेकार है। न नेता
को करना चाहिए, न साधु को करना चाहिए। हमेंमान लेना चाहिए कि बेईमानी
नियम है। इसमें झंझट नहीं करनी चाहिए। इसमें झगड़ा खड़ा नहीं करना चाहिए।
तब कम से कम बेईमानी सीधी साफ तोहो सकेगी। यानी मुझेआपकी जेब में हाथ
डालना है तो मैं सीधा तो डाल सकूंगा।नाहक आप सोयें और रात में आपके घर
मैं आऊं, जेब में हाथ डालूं और फिर सुबह मंदिर जाऊं और व्याख्यान करूं कि
चोरी करना पाप है। यह सब जाल की जरुरत नहीं है। हिंदुस्तान में बेईमानी
जो है आज की समाज-व्यवस्था में, अगर न हो, तो या तो समाज-व्यवस्था टूट
जाये, या तो हम मर जाएं। बेईमानी इस वक्त लुब्रिकेटिंग का काम कर रही है।
वहलुब्रिकेशन है। वह जरा पहिये को तेल दे देती है और चलने लायक बना देती
है। अगर यह मुल्क कसम खा ले ईमानदार होने की, तो मर जाये। वह जिंदा नहीं
रह सकता है और जिन लोगों ने कसम खा ली ईमानदारी की उनसे आप पूछ लो किवे
जिंदा हैं कि मर गए। उनकी आवाज शायद ही निकले, क्योंकि वे मर ही चुके
होंगे।
भ्रष्टाचार हमारी इस समाज-व्यवस्था में, हमारी इस समाज कि दीनता और
दरिद्रता में, हमारेसमाज की इस भुखमरी हालत में इस यंत्रविहीन अनौद्योगिक
संपति शून्य समाज में अनिवार्यता है। इसमें चिल्लाने की कोई जरुरत नहीं
है, नकिसी को गाली देने की जरुरत है।
मैं जापान की छोटी-सी किताब पढ़ रहा था शिष्टाचार केनियमों की। तो
उसमेंलिखा हुआ है कि किसी आदमी से उसकी तनख्वाह न पूछें। तबबहुत हैरान
हुआ कि क्या मामला है। हमसेबड़े अविकसित मालूम होते हैं जापानी। हमतो
तनख्वाह ही नहीं पूछते, यह भी पूछते हैं उससे कि कुछ ऊपर से भी मिलता है
कि नहीं। यह बड़े पक्के गंवार मालूम पड़ते हैं। इनको इतना पता नहीं कि भारत
जैसे सुसंस्कृत और सभ्य देश वहां आम तनख्वाहके ऊपर क्या मिलता है, यह भी
पूछते हैं।न केवल पूछते हैं बल्कि बताने वाला बताता ही है कुछ भी नहीं
मिलता है, थोड़ा ही मिलता है, कुछ ज्यादा नहीं मिलता। उस किताब में नीचे
नोट लिखा हुआ है कि किसी से तनख्वाह पूछना अपमानजनक हो सकता है, क्योंकि
हो सकता है उसकी तनख्वाह कम हो और उसे चार आदमियों के सामने तनख्वाह
बतानी पड़े, या हो सकता है कि उसे इतना संकोच लगे कि उसे व्यर्थ झूठ बोलना
पड़े, जितनी उसकी तनख्वाह न हो उतनी बतानी पड़े, इसलिए तनख्वाह नहीं पूछनी
चाहिए।
इस मुल्क में हमें आज कि मौजूदा हालत में भ्रष्टाचार, रिश्वत इतनी बात
नहीं पूछनी चाहिए। यह अशिष्टता है, घोर अशिष्टता है। यह सीधी साफ बात है,
यह स्वीकृति होनी चाहिए। इसमें कोई झगड़ा नहीं करना चाहिए। हां, रह गई बात
यह कि अगर हम इसेस्वीकार कर लें तो हम इसे मिटा सकते हैं। इसे हम
स्वीकारकर लें तो इसकी बुनियादी जड़ों में जा सकते हैं कि बात क्या है।
कोई आदमी अपनी तरफ से बुरा नहीं होना चाहता। बुराई सदा ही मजबूरीकी हालत
में पैदा होती है। हां, कुछ लोग होंगे जिनको बुरा होने में मजा आता है,
वे रुग्ण हैं। उनकी चिकित्सा हो सकती है। लेकिन अधिकतम लोग बुरा होने के
लिए बुरा नहीं होते। जब जीना मुश्किल हो जाता है तब बुराई को साधन की तरह
पकड़ते हैं।
जब इतनी बुराई है तो इस बात की यह खबर है कि मुल्क इस जगह खड़ा है जहां
जीना असंभव हो गया है। इसलिए जीने को हम कैसे संभव बनायें? कैसे सरल
बनायें? कैसे समृद्ध बनायें? यह सोचना चाहिए। भ्रष्टाचार कैसे मिटायें यह
सोचिये ही मत। आप सोचिये कि जीवन को कैसे समृद्धबनाएं। जीवन को कैसेसरल
बनाएं। कैसे जीवन को गतिमान करें। जीवन कैसे रोजरोज समृद्धि के नए शिखरों
पर पहुंचे, इसकी फिक्र करिए। भ्रष्टाचार वगैरह की व्यर्थ बकवास मेंमत पड़े
रहिये। "
